Yes, Alumni can check out books.  If you are an alumnus of Cal Poly, you can join the alumni association.  When you join the alumni association, they will give you an alumni card.  Bring that card into the library, along with a valid ID and we can create an Alumni Library Card.  You can check out up to 10 books at a time on your record, for 28 days.  Your alumni card is also valid at other CSU libraries.

No, Alumni borrowers do not have access to remote online resouces.  Alumni borrowers are a type of Courtesy Borrower, and "Courtesy Borrowers DO NOT have Special Materials or Items privileges, including Document Delivery, media checkout, remote database, e-book, or e-journal access."
