Many of our ebooks have single-user licenses. If someone else is using the ebook, you'll get a message such as you describe. Try again later and chances are you'll be able to use it. Usually there's a timeout period of 15 minutes or so (varies by vendor).

Catalog records for ebooks now have notes indicating access restrictions, for example "unlimited concurrent users" or "single user only". Also, look for notes about concurrent user restrictions on the publishers' websites.

Why single-user licenses? Some publishers don't allow multi-user access to their ebooks. And sometimes the multi-user access is too expensive.
