For newspaper articles use Proquest Newsstand. You can limit your search to the Los Angeles Times (or another California newspaper) to increase your chances of finding articles about a project in California. To limit to a specific newspaper type the title of the newspaper in one of the search boxes change the selection in the pulldown menu to PUBLICATION TITLE.
ENR (Engineering News Record) is a trade publication devoted to the construction industry. You can browse through the print issues (3rd floor periodicals, TA 1 E6) or connect to the articles from ENR online. Once you connect to ENR online you can browse the tables of contents or you can search within the publication. If you have a project in mind, use that as your keywords. If you don't have a project in mind try using CALIFORNIA as a keyword.
You can also use the Academic Search Premier database to search for articles. But it's a huge database and your search will be most productive if you know the name or location of the project. You could also try keyword combinations such as HIGHWAY CONSTRUCTION AND CALIFORNIA.
Some students have been searching on CONSTRUCTION JOBS. That usually results in articles about jobs, employment, labor, etc.
